Patrick Fagen

Founder and President

Mr. Fagen has more than four decades of entrepreneurial experience, including more than two decades in the mining and natural resource industry. From developing and personally operating his own hard-rock mines to advising others on the acquisition and sale of mining properties, he has been involved across virtually every stage of mine ownership, development, permitting, operations, and transaction execution.

His extensive experience navigating the regulatory and permitting environment has given him particular expertise in the challenges associated with developing mining projects in the United States. With numerous successful projects completed in California, Mr. Fagen has developed deep expertise in California mining, permitting, regulatory compliance, and mine development.

Prior to entering the mineral and resource industry, Mr. Fagen applied his entrepreneurial and operational experience to the development and expansion of a network of health clubs in California and Nevada, which he subsequently sold in 2002.

Mr. Fagen currently owns interests in several private mining investment companies whose holdings include seven separate mining properties in California and Nevada.

His approach is grounded in practical operating experience and straight advice: understand the mineral asset, identify the regulatory and operational obstacles early, establish a realistic path to development, and tell the client what the facts support, even when that assessment may complicate or prevent a transaction. He believes credibility and candor are more valuable than simply telling a client what they want to hear.

Mr. Pennington holds a B.S. in Civil Engineering and has more than 30 years of combined experience spanning mining, natural resources, international finance, real assets, and strategic transactions. He has served as transaction architect on acquisitions, joint ventures, and strategic combinations involving projects valued in excess of $100 million.

Mr. Pennington is also an MSHA-approved instructor and assists operators with mine-specific MSHA training systems, safety-program development, startup and restart readiness, and inspection preparation.

At California Mining Consultants, Mr. Pennington brings that principal-level perspective to mine development and project execution. His responsibilities include operations and engineering oversight, transaction structuring, capitalization strategy, land and property matters, due diligence, stakeholder alignment, and coordination of legal, financial, technical, and operating teams.

His approach is execution-focused: identify the commercial and operational issues early, assemble the right specialists, align the parties around a workable structure, and build a practical path from mineral asset to operating project.
